A former Rochester, Illinois, dentist, Phillip M. Jensen, 64, was sentenced to 15 years in prison on December 18, 2024, for a series of crimes against his patients. Jensen was found guilty of stealing fentanyl, injecting patients with diluted drugs, and performing surgeries without proper pain management. He also faces a $200,000 fine.
A Pattern of Abuse:
Jensen, who specialized in oral and maxillofacial surgery before his medical license was suspended in 2022, began stealing fentanyl from his patients as early as December 2019. His staff first raised concerns when they noticed patients exhibiting signs of severe pain and distress during surgeries.
A Betrayal of Trust:
Jensen admitted to stealing at least half of the fentanyl from every vial in his practice. He would remove the safety caps, withdraw the drug, refill the vials with saline, and then reseal them. To cover his tracks, he falsified surgical records, claiming to have administered full-strength fentanyl to patients and billed insurance companies accordingly.
Impact on Patients:
During the sentencing hearing, several victims testified about the profound impact of Jensen’s actions. One mother recounted the heartbreaking experience of watching her child cry in pain after surgery, stating they had “felt everything.” Another patient described waking up during surgery and being struck in the head by Jensen when he realized she was conscious.
U.S. Attorney Gregory K. Harris says “People are never as vulnerable as when they place their faith in a health care provider to not only treat their condition but to administer anesthesia and pain medicine during that treatment. Jensen abused that faith and hurt others in the process. Because of this prosecution, Jensen will not be permitted to practice medicine again…”

Judge Colleen R. Lawless condemned Jensen’s actions, stating, “If you cannot trust your doctor, who can you trust?” She emphasized the egregious nature of his crimes, noting that he exploited his position of trust to harm vulnerable patients.
